ISTANBUL, Nov. 18, 2003 (AMP) — Portugal 2004 (Qualifiers) : Turkey tied 2-2 with Latvia (halftime: 1-0), in the second leg of a qualifying game on Tuesday night. Latvia, who won the first leg (1-0), secured their ticket to the Euro finals. Turkey is eliminated.
